Acts as the primary internal and external contact for major City construction programs and projects.
Manages bond program and select major capital improvement programs
Manages selection of consulting firms and other outside services contracted for accomplishing management and program goals.
Provides status reports and presentations to City Management, City Council, and public interest groups.
Drives the implementation of governance processes to manage the portfolio of strategic programs and projects, including prioritization, resource allocation, and measurement against goals to ensure the business commitments are achieved. Directly involved in defining capital projects and developing budgets associated with the strategic plan. This includes mapping out short and long-term project needs and associated project/program funding schedule requirements.
Manages internal and external staff assigned to Project Management Office.
Coordinates with consulting firms, project managers, and departments to accomplish program goals.
Reviews and approves architectural and construction pay applications and invoices for processing.
Minimum Qualifications
Bachelors Degree in Architecture, Civil Engineering, Construction Management, or related field of study
Ten or more years of progressively responsible experience in construction program and/or project management
At least five years of management experience
Project Management Institute Certification: PMP, PfMP, or PgMP is a plus
Prior municipal experience is plus

The City of Fayetteville is currently recruiting for a Project Manger to manage complex environmental science or civil engineering work in support of the watershed master plan program. Oversee and conduct environmental science studies or hydraulic and hydrologic modeling for watershed studies and review comprehensive management plans. Manage other civil and modeling work, including reviewing drainage studies and stormwater project designs. Provide project management services.
MINIMUM QUALIFICATIONS: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Four years of increasingly responsible professional experience in civil engineering, water resources, environmental science, or project management. Experience with water resources modeling software is preferred.
Training: Equivalent to a Bachelors degree from an accredited college or university with major course work project management, water resources engineering, biological and agricultural engineering, civil engineering, environmental science or a related field.
LICENSING & CERTIFICATIONS:
Required: Possession of an appropriate, valid drivers license and ability to maintain insurability. Must have an acceptable driving record in accordance with City of Fayetteville driving standard.
Possession of, or the ability to obtain the Certified Floodplain Manager certificate (CFM) within one year of hire.
Preferred: North Carolina Engineer in Training (EIT) or Professional Engineer (PE), Project Management Professional (PMP), or Certified Construction Manager (CCM).
From the time of closing, the selection process is anticipated to last approximately 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment drug screen, background check and driving history check.
